Task Purpose:
The Bureau of the Comptroller and Global Financial Services (CGFS), Department of State (DoS), Administrative Office, Information Systems Security Office (CGFS/EX/ADO/ISSO) requires the contractor to provide analytical and coordination support in the Information Systems Security Office (ISSO) as a Help Desk staff by processing the users’ application forms in order for users to be granted their appropriate access to various accounting and payment systems and applications in accordance to users position and role designation. The contractor will utilize his/her analytical skills in assisting users with trouble shooting access management issues. The contractor will be involved in identifying, prioritizing, resolving, documenting, and communicating CGFS software applications user access issues.

Minimum/General Requirements:
Six years of experience reviewing and evaluating Federal accounting systems, procedures and regulations. Must have a four-year degree from an accredited university or college in accounting or a related field such as computer science or business administration. CPA certification or Certified Government Financial Manager (CGFM) is highly desirable. In addition, the candidate shall have a minimum of four years of computer systems analysis and design experience in any combination of the following areas: (a) Experience in assessing requirements for new or modified technical capabilities for financial and budgeting operations; (b) Experience in assessing requirements for a new or modified technical capabilities for information technology systems operation, performing detailed systems design, preparing written specifications, and programming; ( c) Experience in implementing financial accounting controls, processes, and software; and, (d) experience in resolving system production issues.

Functional Responsibility:
  • CGFS Charleston ISSO Customer Service - Address and direct any walk-in and telephone-based user issues.
  • User creation and conditional email/skype assignment of user and administrative accounts on CGFS General Support Systems.
  • Creation, maintenance and distribution of CGFS Peripheral Devices.
  • Creation and maintenance of users for CGFS Financial Applications.
  • Creation and updating of Treasury Keys for supported applications.
  • Storing and distribution of the ClassNet Thick Client Harddrives.
  • Creation and maintenance of network drive folder file permissions.
  • Scanning and documentation of incoming media.
  • Documenting visiting Government and Non-Government visitor’s laptops.
  • Encryption of State Department issued laptops and their addition to the PAE Network Database.
  • PIV Self-service kiosk maintenance.
  • Transferal of users to and from other domains.
  • PIV exclusions list maintenance.
  • Support internal and external access management audits
  • Create and maintain ISO 9001 documentation for engineering and access management efforts Ability to communicate technical as well as non-technical information clearly, both orally and in writing
Software Systems Utilized:
  • Basic knowledge and experience with Windows 2012/2016/or future elaborations Server network environment.
  • Basic knowledge and experience on personal computers running Windows 10 or future elaborations workstation in a Windows network environment.
  • Experience with PC workstation operations including word processing, spreadsheets and electronic mail, as well as knowledge of Windows 10 or future elaborations system internals such as the registry.
  • Ability to communicate technical as well as non-technical information clearly, both orally and in writing
Period of Performance:
The contractor employee will work an 8 hour shift between the hours of 6:00 a.m. – 6:00 p.m. with a non-compensated 45-minute lunch (See your Project Manager for work schedule and department policies). Additional hours may be required and must be authorized by your Project Manager and DoS Management.

Security Requirements:
All personnel provided under this task order must be able to either possess or obtain a security clearance of “Top Secret".
