Position: Program Management / Analyst
Location: Administration for Children and Families / Office Head Start
Washington DC
Type of Position: Full-time
Salary:  $55,000 - $60,000 annually

General Summary
  • Performs a variety of tracking, analysis, communications and reporting functions related to fiscal and programmatic management and oversight of Head Start grants. 
  • Develop methods, systems and procedures to manage administrative operations and eliminate duplications.
  • Perform intake analysis of various types of Head Start grant applications and approval requests to ensure they include all required information. Track status of application requests, pending and resolved actions and report to management regularly.
  • Manage ongoing regional funding and enrollment projections and expenditures by fiscal year.
  • Use data analysis to develop recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of Head Start internal administrative operations.
  • Performs a variety of tracking analysis, communications, reporting functions related to fiscal and programmatic management, and oversight of Head Start grants.
  • Monitor and Track all grant actions to ensure that they are processed in a timely manner, with a goal of funding awards 30 days in advance of the beginning grant budget cycle.
  • Generate and manage regional grantee communications as needed; process and distribute Funding Guidance Letters notifying Grantees of upcoming fiscal year funding.
  • Analyze financial and programmatic data to develop detailed reports and findings. Design and develop original reports and documentation for senior manager usage.
  • Track status of application requests, pending and resolved actions and report to management regularly.
  • Conduct analysis using appropriate analytic tools for quantitative data and qualitative data evaluation using excel spreadsheets for RPM and other Program Specialist.
  • Transfer funding and enrollment levels from old grant numbers to new grant numbers in the Head Start Enterprise System (HSES).
  • Provide customer service and assistance to program staff with inquiries related to applications and budget information.
  • Attend Professional development meetings; participate in training and developmental activities to enhance job performance and skills.
  • Perform other emergent duties as needed
 
Education/Experience
  • Required: Bachelor's Degree
  • At least 2 years relevant experience; 1 year working experience with federal grants and contracts
  • Experience exercising budget analysis skills independently
  • Excellent written and oral communication skills.
