Department Overview
Global Compensation provides compensation services to U.S. Foreign Service employees, Department of State Civil Service employees and Locally Employed (LE) staff. They provide both American and LE Staff payroll services for U.S. Agencies Overseas and Annuity services for Foreign Service Retirees. With locations in Charleston, South Carolina and Bangkok, Thailand, Global Compensation manages one of the most complex compensation environments in the world, providing compensation services in 180 countries and 140 currencies. Services include time and attendance, payroll, annuity payments, customer support, withholding, benefits, record keeping and reporting for our employees working domestically and overseas at our Embassies and Missions. Global Compensation’s primary goal is to provide world-class compensation services to its customers.

The U.S. Department of State (DoS), The Bureau of the Comptroller and Global Financial Services, Charleston has a requirement for a Compensation Analyst in the Office of Global Compensation. The Compensation Analyst position will be responsible for payroll processing, analysis, auditing, and monitoring of payroll in the office of American Pay Processing (CGFS/GC/PSP). This position reports to Jennifer Pinckney, DoS Manager, American Pay Processing.

This position will support the DS (Diplomatic Security) Bureau exclusively. Diplomatic Security is the federal law enforcement and security bureau of the U.S. Department of State. Tasked with securing diplomacy and protecting the integrity of U.S. travel documents, the Diplomatic Security Service has the largest global reach of any U.S. federal law enforcement agency, with offices in 29 U.S. cities and in more than 270 locations around the world.

Minimum Requirements:
  • A four-year degree from an accredited college or university in financial management, business administration or a combination of courses and related experience is required and at least two years of relevant work experience is required
  • Experience with payroll, accounting or financial analysis required
  • High levels of confidentiality, ethics and integrity is required
  • Demonstrated skills: High levels of confidentiality, trustworthy, flexible, detail-orientated, organized, open communicator, customer focused, analytical (creative), positive attitude, agent for change, integrity, and ethical management, resilient, relationship builder, team driven and excellent computer, research, reporting and conflict management skills
Preferred Skills, but not Required:
  • Working in faced past, production work environments
  • Advanced excel experience
  • Experience working with financial (specifically payroll systems)

Job Responsibilities:
  • Calculate and process reported Time & Attendance (T&A) for DS Bureau employees
  • Provide top notch customer service and support (respond to a resolve employee inquiries or issues) regarding Time and Attendance)
  • Work with Payroll help desk to answer all employee inquiries from the DS Bureau
  • Clear any systems errors related to DS Bureau on a bi-weekly basis
  • Process Bi-weekly pay cap waivers
Security Clearance Requirement
All contractors supporting this Department must be able to either possess or obtain a security clearance of “Secret”. Important note to consider: A Secret Clearance will open a lot of other doors for your career in the Government to include possibilities of being hired directly.

Work Schedule
The employee will work an 8-hour shift between the hours of 6:15 am to 6:00 pm with a non-compensated 45-minute lunch (See your Project Manager for work schedule and department policies). Additional hours may be required and must be authorized by your Project Manager and DoS Management. This is a hybrid position with 3 days teleworking and 2 days on-site.

Software Systems Utilized
Employee Express, Microsoft Office Suite (Excel, Word, Outlook), Global Foreign Affairs Compensation System (GFACS), GFS Knowledge Base (KB), GEMS (Government Employee Management System), DIS (Document Imaging System & various websites of government agencies (Employee Express, IRS, TSP. Office of Personnel Management) and other software systems required to complete the job.
