Task Purpose:

 

The Bureau of the Comptroller and Global Financial Services (CGFS), Department of State (DoS), Charleston, SC requires Haynes, Inc. to provide Business Process Analyst and Leadership support services in the Office of Claims. The Office of Claims conducts the Department’s Accounts Payable functions as the central domestic funded paying agent of the Department, and includes two financial divisions, Commercial and Employee Claims. The Commercial Claims Division is responsible for payments to commercial vendors, including supporting commercial banking operations (central purchase and travel cards). The Employee Claims Division is responsible for payments to employees in support of travel and transportation-related operations, including centrally paid transportation transactions paid through commercial banking operations (PowerTrack software). The Office conducts financial operations using the Global Financial Management System (GFMS) and Treasury payment applications. Vendor, Employee and Transportation claims for payment are received through various systems and methods and include routine claim requests as well as emergency and other payments unique to the Department programs.

 

Minimum/General Requirements:

 

  • Must have a four-year degree from an accredited university or college in accounting or a related field such as computer science or business administration. A Master’s degree is preferable. CPA or PMP certification is preferred.

  • Eight years of overall relevant professional experience and at least four years of management or technical leadership experience.

  • Must possess strong Microsoft Office Application Skills: MS Excel (creating pivot tables and flow charts at in intermediate/advanced level is required), MS Access, MS Word and MS Power Point.

  • Must be able to deliver professional presentations and communication plans to Senior level officials

  • Strong Reporting and Analytical, Outside-the-box thinking, creative and strong interpersonal and communications skills are required.

  • Serves as technical leader with the Department with regard to contractual or technical matters, serves as technical lead for reports and reconciliation activities, financial systems analysis, the overseas financial management help desk or other functional requirements requiring the in-depth technical knowledge of accounting, automated financial management systems and leadership experience to guide contractor staff.

 

Functional Responsibility:

 

  • Provide technical expertise on accounting procedures, policies, regulations and operations and as technical advisor in resolving complex issues relating to accounting operations and functions.

  • Coordinate payment issues with middle to senior level bureau federal managers for reconciliation and payment within Prompt Payment standards.

  • Understanding of the acquisition and procurement processes to allow for the identification of issues.

  • Ability to establish meetings with and coordinate acquisition and payment issues with designated bureaus.

  • Conduct acquisition and payment related bureau training, for which the trainee will be able to demonstrate skills acquired.

  • Identify bottlenecks in processes and provide process improvement recommendations (Lean or Six Sigma)

  • Perform trend analysis for various reports using statistics such as standard deviations, random sampling, etc…

  • Establish, develop, organize and update production reports and milestones.

  • Assist in the development and enforcement of SOP's (Standard Operating Procedures) within the work areas.

  • Key Metrics: Collect, Analyze, and provide support in the reporting of the required performance data.

  • Other QMS Documents (Quality Work Instructions, Forms, Reference Documents, etc.) Provide a centralized coordination function in the development and deployment of the required QMS documentation. Also, provide guidance to the maintenance in keeping approved documents up-to-date (including outside reference documents used by the office).

  • Continuous improvement- Identify and support opportunities for continuous improvement. Support the timely closure and implementation of all CARS and CAPS.

     

    Team Lead Responsibility:

     

  • Primary role is to provide an additional layer leadership, coaching, guidance, process improvement recommendations and enforcement of policies between the contractor employees and DoS Managers for questions and issues

  • Training: Maintain training programs. Will work with the SME’s and DoS Managers to ensure the appropriate training curriculum is achieved

  • ISO-9001 representative: Assists DoS in developing, maintaining and communicating ISO-9001 initiatives to maintain organization and efficiency

  • May direct/manage work of contract staff within a department and ensure performance goals/SLA’s/metrics are being met.

  • Assists new employee/hire orientations and departures, travel and training document preparation and interviewing, Monitor (approve/deny) contractor scheduling and leave requests in the office to ensure appropriate staffing/coverage. During T&A weeks and Holidays the Contractor Team Lead will work closely with DoS Management to ensure appropriate coverage. Works with DoS Management to review requests for overtime against workload requirements. Collects overtime forms from all contractor staff and provides to DoS Manager and GTM for approval signatures

  • Meets with each contractor employee for a quarterly one-on-one to go over performance and provide coaching/mentoring on issues/concerns/questions
