ACCOUNTING SPECIALIST (GRANTS)

Position: Accounting Specialist (Grants)
Location: Office of Head Start
Washington DC (300C Street, S.W.)
Type of Position: Full-time, Exempt, and Salaried

Scope of Responsibility
• Requires team oriented individual with effective communications skills in speaking, listening, and writing
• Requires excellent working knowledge of computer skills in database management, MS Excel, MS Word, and mail merge

Education/Experience
• Required: Bachelor's Degree preferably in Accounting or Finance
• At least 2 years relevant experience
• Relevant experience (especially in financial auditing and audit resolution) can be substituted for degree


CANDIDATE must be able to pass a security investigation
Salary - $55-58K /Year


MAJOR DUTIES
  • Participates in on-site reviews to assess grantee performance and compliance with Federal regulations. Provides assistance to grantee in program planning. Serves as liaison between grantees and designated Government program operations.
  • Participates with officials in the community to explore problems directly affecting grantee programs under review concerning issues of compliance with Federal program requirements. Ascertains the effort grantees take in maximizing the use of their own resources and those of other community organizations.
  • Maintains contact with grantees in order to determine implementation strategies utilized by grantees. Identifies possible compliance and logistical issues, and technical assistance needs.
  • Reviews grant applications and work statements received from perspective grantees/contractors within an assigned area from a statistical and programmatic perspective to include outcomes, utilization, areas of commonality, and potential for duplication.
  • Collects and analyzes data, provides information and advice, and prepares reports on designated program operations and grantee activities, issues and accomplishments.
  • Evaluates the progress of designated program operations especially those dealing with social services, education and training activities and prepares recommendations for improvements in program operations as identified by data analysis.
  • Analyzes and evaluates financial, narrative, and statistical reports and program data. Identifies programmatically significant findings. Drafts recommendations for improvements in program operations as identified by data analysis.
  • Prepares analytical reports, memoranda, and other types of written responses to supervisors of significant issues of legislative and operational concern.
