You Must Meet These Minimum Requirements:

  • A 4-year degree from an accredited college or university in the area of financial management, business administration or a combination of courses and related work experience is required and at least 2 years of relevant work experience is required. Experience in DoS financial management is highly desired, but not required.
  • The candidate will support a defined operation or function; provide financial guidance to a variety of internal and external customers of the ARB, prepare one-time and recurring reports, summaries, and replies to inquiries, selecting relevant financial information from a variety of sources.
  • The candidate will provide compiled statistical and non-statistical financial, operational, and reporting data concerning previous, ongoing, and future financial, operational, and reporting needs.

Day-to-Day Responsibilities:

  • Primarily responsible for collection of Repatriation Loans, EMDA and Evacuations, report preparations to demonstrate trends or process deficiencies within any overpayment portfolios assigned to Accounts Receivable and perform identification and problem-solving associated with Debt Collection in order to improve collection results. Daily services will involve accounting transaction analysis, verification of accounting interfaces, identification of accounting errors, causes for accounting errors and taking appropriate corrective action, making accounting entries into the automated system as needed, maintaining memoranda accounting records and spreadsheets as needed to supplement the official accounting records and to supplement work measurement
  • Credit Card processing, passport fees, returned checks, accounts receivable lock box processing, proceeds of sale personal property, vendor overpayment, posting collections and workarounds, annuity and salary overpayments, federal reimbursable agreements, travel, bankruptcies, death, write-offs, research and verify IPAC transactions.
  • Ability to compile and analyze data from various sources into an organized report format
  • Primary ARB Point-of-Contact (POC) responsible for the analysis, reconciliation, and reporting of debt collections, establishment of debt, or referral of debt to Treasury for collection using internal accounting systems to gather data, (GFMS, Data Warehouse, and DIS), as well as external data sources (CSNG, TOP, OMB, Passport Centers).
  • Review ARB reports for accuracy and completeness. Validate accounting fiscal data and current contact information through systemic reviews ensuring the accuracy and completeness necessary for accurate general ledger postings and successful notification to debtors.
  • Research and analyze aged debts to confirm or deny the validity of the debt, consolidate by category, and provide proposals for resolution. Provide relevant data for preparation of quarterly reports to Treasury and OMB.
  • Ensure that charges and payments are recorded against proper accounts; which include following instructions for improper charges or other discrepancies and making the appropriate changes. Analyze and research material to determine the correct ALC and fiscal data to be billed. Verify financial reports against source documents and records to determine the reliability of data and accuracy of computation; prepare routine working papers, schedules, exhibits and summaries. This includes monthly reports and regular office memorandums as well as information gathered and submitted to overseas posts, passport centers, and other agency point of contacts.

About Our Bureau and Office

The Bureau of the Comptroller and Global Financial Services (CGFS), Department of State (DoS), Charleston, SC requires for a Financial Analyst in the Office of Reports & Reconciliations, Accounts Receivable Branch (ARB). ARB provides accounting, reconciliation, and systems analysis and support services in the areas of debt collection and referral, and financial reporting. This position will function as a Financial Analyst in the Accounts Receivable Branch. ARB is responsible for the collection of debts owed to the Department of State. Typical debts result from Repatriation Loans, salary overpayments, vendor overpayments, annuity overpayments, medical reimbursements, evacuation loans, student loans, and travel advances that were not liquidated through the vouchering process. Checks that have been returned as nonsufficient funds for payment of Passport fees are also collected or referred to the Treasury Offset Program (TOP) for involuntary collection via any federal disbursement. ARB also prepares memos to be reviewed by the Comptroller based on debtors’ requests for waiver or termination of debts or fees. This position would perform in-depth research of current and aging debts, provide detailed analysis to identify any systemic or procedural deficiencies and make recommendations for correction or improvement of current processes, and perform independent projects related to debt collection analysis.

Work Schedule

The employee will work an 8-hour shift between the hours of 6:15 am to 6:00 pm with a non-compensated 45-minute lunch (See your Project Manager for work schedule and department policies). Additional hours may be required and must be authorized by your Project Manager and DoS Management. This is a hybrid position with 3 days teleworking and 2 days on-site.

Software Systems Utilized

Microsoft Office – emphasis on strong communications using MS Outlook and strong tracking, reporting, and reconciliation using MS Excel. GFMS, IPAC, RFMS, Lexis Nexius and Data Warehouse.
